You would have to do that from misc applications.

I created 2 IVR menu and I want to assign the number 7000 to the first menu and 8000 to the second.

Go to the Feature Codes module. Not sure why you would need to change that unless you want to use 7777 as an extension number

Set an inbound route to point to it that has no CID and no DID, then you can dial 7777 to enter the IVR.
